Berlin Conference Calls for Immediate Snapback on Iran’s Nuclear Threat and Support for Democratic Resistance

Berlin, July 24, 2025 — A high-level conference in Berlin focused on Iran’s escalating nuclear threat and the international response. The event brought together former government officials and experts, including Franz Josef Jung, former German Defense Minister; Robert Joseph, former U.S. Under Secretary for Arms Control; Dr. Rudolf Adam, former German intelligence deputy; and Iranian opposition representative Dr. Ali Safavi.

The conference opened with a strong call for the immediate activation of the UN snapback mechanism. All speakers agreed that this international pressure is crucial to force the Iranian regime to comply with global norms. They stressed that only through firm action can the world community influence Tehran’s nuclear ambitions.

Former German MP Leo Dautsenberg highlighted the important role of the National Council of Resistance of Iran (NCRI) in exposing the regime’s secret nuclear sites since 2002. According to Dautsenberg, “Without the NCRI’s brave disclosures, the world would still be unaware of the regime’s atomic ambitions.” He urged Europe to support the NCRI’s democratic Ten-Point Plan, which presents a credible alternative to the current regime. He also warned that Iran’s nuclear program threatens not only the Middle East but global security as a whole.

Franz Josef Jung emphasized that the true path to peace lies in regime change led by the Iranian people and their organized resistance. Jung stated, “The Iranian regime fears the democratic alternative led by Maryam Rajavi and the MEK resistance units.” He noted that the regime’s repression reflects its weakness. Jung also warned, “Iran’s missile threats endanger not just the Middle East but Europe as well. The UN snapback mechanism is urgent.” However, he added, lasting peace will only come from change within Iran itself.

Robert Joseph criticized the current approach that offers only a false choice between war and diplomacy. He argued that the international community must instead support the Iranian people and their resistance movement. Joseph said, “The regime’s greatest fear is not foreign military strikes but the Iranian people.” He presented the NCRI’s vision for a secular, democratic, and nuclear-free Iran as the “third option” that deserves global backing. Joseph also stressed the importance of reimposing sanctions alongside snapback measures, warning that peace cannot be achieved by supporting the regime.

Dr. Rudolf Adam brought insights from intelligence and security perspectives. He said, “Only regime change can stop Iran’s sponsorship of terrorism.” Drawing lessons from Iraq and Libya, Adam noted that foreign-imposed change fails; real transformation must come from within. He added, “The Iranian people have the will, and the NCRI offers a credible roadmap.” Adam urged Western countries to abandon unrealistic hopes for reform and to back the Ten-Point Plan as a blueprint for a democratic future.

The conference ended with a unanimous agreement that the combination of snapback sanctions and strong support for Iran’s democratic resistance offers the most effective way to curb Tehran’s nuclear threat and promote peace in the region. Participants called on international governments to move beyond words and take decisive action immediately.
