New NCRI-US Report Uncovers Iran Regime’s Terror Network

NCRI-US Unveiled Extensive Iranian Regime Terror Network on August 7, 2025

WASHINGTON, DC – August 7, 2025 — The U.S. Representative Office of the National Council of Resistance of Iran (NCRI-US) has disclosed detailed evidence of the Iranian regime’s far-reaching terror network, its leadership hierarchy, and the coordinated use of state and criminal resources to target Iranian dissidents and foreign nationals across Europe and North America.

Supreme Leader at the Helm

The NCRI-US report highlights that Iran’s Supreme Leader, Ali Khamenei, serves as the ultimate decision-maker for extraterritorial terrorist operations. The regime’s overseas terror plots are coordinated through the “Qassem Soleimani Headquarters”, a command center led by Deputy Minister of Intelligence Seyyed Yahya Hosseiny Panjaki. This body links the Ministry of Intelligence and Security (MOIS) with the IRGC’s Intelligence Organization and Quds Force.

A November 2023 assassination attempt against Professor Alejo Vidal-Quadras, former Vice President of the European Parliament, was reportedly carried out by the “Moroccan mafia” under Panjaki’s command. Similar operations, the report states, rely on embassy-based intelligence stations for resources, cover, and coordination.

Operational Methods

The regime deploys three primary models for its operations:

  1. Using only Iranian agents and operatives.

  2. Combining Iranian operatives with foreign mercenaries.

  3. Employing exclusively foreign mercenaries and organized crime networks.

The report cites multiple examples, including the foiled June 2018 bombing at Villepinte, Paris, targeting NCRI President Maryam Rajavi and Western dignitaries, and the March 2018 failed bombing of a MEK event in Albania.

Criminal Alliances and Unit 840

Many operations are carried out by networks like the macro-mafia, linked to IRGC Quds Force Unit 840. This unit uses organized crime syndicates, including drug trafficking networks, to conduct assassinations and bombings without leaving direct evidence of Iranian involvement.

Individuals connected to high-profile plots—such as Mehraz and Larby Ayari, Shahin Kadid, and Sami Bekal—were reportedly recruited from these networks. Some of their leaders had personal ties to Qassem Soleimani before his death in 2020.

Named Officials and Wanted Lists

A classified document obtained by the Iranian Resistance identifies senior MOIS officials, including:

  • Seyyed Yahya Hosseiny Panjaki – Deputy Minister of Intelligence, head of Counterterrorism.

  • Hossein Safdari – Head of the Foreign Intelligence Organization, coordinating embassy-based operations abroad.

Both men were directly involved in the Vidal-Quadras assassination attempt and the 2018 Villepinte bombing plot. Several of these officials, including Reza Amiri Moghaddam and Gholamhossein Mohammadnia, are now on the FBI’s wanted list.

Escalating Threats

The NCRI-US notes that the regime has moved from targeting dissidents to threatening Western leaders, including explicit public calls for the execution of the U.S. president.

Recommendations

The NCRI-US urges the closure of Iranian embassies and cultural centers, the designation of MOIS and IRGC as terrorist entities worldwide, prosecution and expulsion of regime agents, and UN-led sanctions targeting both the Iranian regime and Khamenei personally.
