Washington, D.C. – February 3, 2026 – The National Council of Resistance of Iran (NCRI) today held a press briefing in its Washington office, revealing newly obtained classified documents and audio recordings that prove the mass killings during Iran’s January 2026 nationwide protests were the execution of a coordinated plan personally approved by Supreme Leader Ali Khamenei.

Alireza Jafarzadeh, deputy director of the NCRI’s Washington office, told reporters the documents were obtained from inside the regime by the network of the People’s Mojahedin Organization of Iran (PMOI/MEK). They show the regime had prepared a detailed “blueprint” for mass murder to ensure its survival.

“This was not panic. This was a plan,” Jafarzadeh said. “They anticipated a national uprising — and prepared to crush it.”

The “Top Secret” Directive to Militarize Suppression

The revelations center on a top-secret directive issued on March 3, 2021, by the regime’s Supreme National Security Council. Codified after the 2019 protests, the document established four escalating levels of unrest and ordered that in a severe “armed security situation,” full command authority would shift from law enforcement to the Islamic Revolutionary Guard Corps (IRGC).

Khamenei personally annotated the document, writing: “For now, this compilation should be communicated for two years.” The guidelines gave the IRGC clear operational plans to use lethal force “to kill as many people as needed to stay in power.”

Targeting the Resistance and the “Level Number One” Enemy

A separate 129-page “Comprehensive Security Plan of Tehran,” compiled by the IRGC’s Sarallah Headquarters in fall 2024, explicitly identified PMOI members and families of executed dissidents as “level number one” enemies subject to intense monitoring and control.

The documents openly admit that public anger over currency fluctuations and market disruptions was fueling dissatisfaction, yet the regime chose repression over reform.

Anatomy of the January 2026 Massacre

When protests erupted in January 2026 across hundreds of cities in all 31 provinces, the regime activated its pre-planned apparatus. Demonstrators chanted “Death to Khamenei” and “Death to the dictator.”

On January 8, the regime declared an “armed security situation,” handing control to the IRGC for live-fire killings. Simultaneously, the Ministry of Communications imposed a nationwide internet blackout — a move that had been pre-authorized years earlier.

Regime agents were also embedded in crowds to divert anti-Khamenei chants toward pro-Shah slogans in an attempt to fracture the movement.

A Crime Against Humanity

The Iranian Resistance has so far identified 2,257 martyrs, including at least 150 children and 245 women. The actual death toll is believed to be far higher.

Regime forces fired indiscriminately, blinded protesters with rubber bullets, stormed hospitals to seize the wounded, and even forced grieving families to pay for the bullets that killed their loved ones.

Jafarzadeh declared: “This was not crowd control. This was a crime against humanity.”

Despite the bloodshed and tens of thousands of arrests, the regime failed to extinguish the flame of resistance. As Jafarzadeh concluded, the massacre has only strengthened the Iranian people’s conviction that “there is only one solution — to end the rule of the clerics.”
