Mrs. Maryam Rajavi, President-elect of the National Council of Resistance of Iran (NCRI), addressed a briefing for members of the U.S. Senate, outlining the Iranian Resistance’s strategy for ending clerical rule and transferring power to the Iranian people through a democratic process.

She thanked U.S. lawmakers for their attention to the situation in Iran and their continued support for the Iranian people’s struggle for freedom and democracy. Mrs. Rajavi highlighted House Resolution 166, supported by 226 members of Congress, which backs the Iranian people’s demand for a democratic, secular, and nonnuclear republic and recognizes the right of protesters and Resistance Units to confront the IRGC.

The Clerical Regime as a Threat to Global Peace and Security

Mrs. Rajavi warned senators that the clerical regime in Iran poses a serious threat not only to the Iranian people but also to global peace and security, particularly in the Middle East. She noted that since the beginning of 2025, more than 2,000 people have been executed without any legal process.

She stated that eighteen political prisoners accused of supporting the People’s Mojahedin Organization of Iran (PMOI/MEK) are currently on death row, while thousands more are imprisoned for supporting the resistance or holding opposing political views. According to Mrs. Rajavi, although the regime is at its weakest point, it continues brutal domestic repression and the export of terrorism, warmongering, and nuclear weapons programs as pillars of its survival.

Regime Change by the Iranian People, Not Foreign Intervention

Addressing the question of solutions, Mrs. Rajavi said there is only one option: the overthrow of the regime by the Iranian people themselves. She stressed that the Resistance has never asked any country for military intervention, money, or weapons, and never will.

She said decades of appeasement and attempts to encourage change from within the regime have failed, reiterating that organized resistance and a nationwide uprising are the only path forward. Rajavi emphasized the central role of the Resistance Units inside Iran and called on the international community to recognize the Iranian people’s right to overthrow a regime that has destroyed their country.

A Democratic Transition and Transfer of Power

Mrs. Rajavi underlined that the goal of the Resistance is not to take power but to transfer it to the people of Iran through a peaceful and democratic process after the fall of the religious dictatorship. She explained that within six months, a nationwide election would be held for a Constituent Assembly chosen directly by the people.

This Assembly would draft a new democratic constitution and appoint a transitional government until the establishment of a new republic. Rajavi said this plan relies on the People’s Mojahedin Organization of Iran and the National Council of Resistance of Iran, a coalition of diverse political forces. She also referred to Ashraf-3 in Albania as an inspiring center of resistance for the Iranian people.

Concluding her remarks, Mrs. Rajavi said recent developments have eliminated false alternatives, leaving only two choices: the continuation of religious dictatorship, terrorism, and nuclear ambitions, or real change achieved by the Iranian people and their organized Resistance. She stressed that while regime change is the task of the Iranian people, democratic governments have a moral obligation to recognize their struggle and the fight of Iran’s youth against the IRGC.
