On February 26, 2025, the U.S. House of Representatives introduced House Resolution 166 (H.Res. 166) with backing from over 150 lawmakers across party lines, including prominent committee and subcommittee chairs. The resolution reaffirms support for the Iranian people’s right to establish a democratic, secular, and nonnuclear republic while strongly condemning the Iranian regime’s terrorism, human rights violations, and regional destabilization efforts.

Endorsing the Iranian People’s Resistance and the Ten-Point Plan
H.Res. 166 acknowledges that the Iranian people have rejected all forms of dictatorship, including both the ruling theocracy and the previous monarchical regime. It recognizes their persistent call for fundamental change, demonstrated through nationwide protests in 2018, 2019, and 2022. Additionally, it highlights the role of Iran’s Resistance Units in mobilizing protests against the oppressive regime.

The resolution also endorses the Ten-Point Plan presented by Maryam Rajavi, President-elect of the National Council of Resistance of Iran (NCRI), as a viable democratic alternative. The plan advocates for a democratic republic based on universal suffrage, free elections, gender equality, the separation of religion and state, a nonnuclear Iran, and peaceful international relations. The initiative has garnered broad international support, including from over 4,000 parliamentarians worldwide, 243 bipartisan U.S. House members, majorities in 33 legislative assemblies, 130 former world leaders, and 80 Nobel laureates.

Condemning Human Rights Abuses and Iran’s Nuclear Violations
H.Res. 166 strongly denounces the Iranian regime’s ongoing human rights abuses, particularly against women, political prisoners, and ethnic and religious minorities. The resolution cites the execution of over 500 prisoners, including at least 17 women, within the first four months of President Masoud Pezeshkian’s administration. It also demands accountability for the 1988 massacre of up to 30,000 political prisoners, primarily members of the People’s Mojahedin Organization of Iran (PMOI/MEK).
Furthermore, the resolution condemns Iran’s destabilizing military actions, including its financial and military support for terrorist proxies, its attacks on international shipping, and its broader regional aggression. It also highlights Tehran’s nuclear ambitions, citing violations of the Non-Proliferation Treaty (NPT) and the stockpiling of near-weapons-grade uranium as significant threats to global security.
Supporting the Right to Resistance and Protecting Dissidents
A key element of H.Res. 166 is its affirmation of the Iranian people’s right to resist oppression. The resolution urges international support for Iranian protesters and Resistance Units fighting against the Islamic Revolutionary Guard Corps (IRGC) and other repressive forces.
Additionally, it raises concerns over the Iranian regime’s transnational repression, particularly its threats against dissidents living abroad. The resolution calls on the U.S. government to collaborate with Albania to ensure the safety of Iranian refugees in Ashraf 3, many of whom are former political prisoners and survivors of past regime atrocities.

The resolution advocates for continued sanctions against the Iranian regime and calls for its leaders to be held accountable for crimes against humanity.
By endorsing the Iranian opposition and the Ten-Point Plan, the resolution firmly rejects any return to monarchy or religious dictatorship, emphasizing that only the Iranian people have the right to determine their nation’s future.
