Global Lawmakers Unite in Paris to Back Democratic Change in Iran and Endorse NCRI’s Ten-Point Plan

Paris, France – May 17, 2025: An influential international conference brought together parliamentarians and political figures from countries including the United Kingdom, Canada, Ireland, Malta, Switzerland, Romania, Portugal, and the Netherlands. The event focused on the urgent need for a firm and principled international approach to Iran, highlighting support for democratic change and the National Council of Resistance of Iran (NCRI) as a viable alternative.

Participants denounced the Iranian regime’s escalating human rights violations, regional destabilization, and nuclear ambitions. Many called for Western governments to designate the Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization.

Mrs. Maryam Rajavi, President-elect of the NCRI, delivered the keynote address, thanking international dignitaries for their continued support. Mrs. Rajavi stated: “The religious dictatorship ruling Iran is the source of terrorism and warmongering in the region,” emphasizing that the regime cannot reform itself. “The real solution is the overthrow of the regime by the people of Iran and the Iranian Resistance.” She urged Europe to list the IRGC as a terrorist entity, activate the UN snapback mechanism, and recognize the Iranian people’s right to resist tyranny.

Extensive Parliamentary Endorsement of NCRI and Its Ten-Point Plan

Voices from the UK

Bob Blackman, Conservative MP and Chair of the 1922 Committee, presented a statement signed by 560 UK lawmakers supporting regime change and the NCRI.

He stated,: “It is time to change course on Iran policy. We must stand with the Iranian people and the organized resistance, led by Maryam Rajavi and her Ten-Point Plan.”

He presented a book signed by 190 MPs backing a free Iran and reiterated the call to proscribe the IRGC. “The only diplomatic relations we need are with the NCRI, Madam Rajavi, and the Iranian people.”

Rt Hon David Jones, former UK Cabinet Minister, criticized the failure of Western diplomacy over two decades and urged activation of the JCPOA snapback mechanism. “The E3 must trigger the snapback mechanism without delay,” he insisted.

Baroness O’Loan highlighted the regime’s crackdown on women and widespread executions. “Over 330 members of the House of Lords have signed today’s parliamentary endorsement of the statement for Iranian freedom,” she announced, calling for IRGC designation and expressing hope to welcome Mrs. Rajavi to Westminster as President of a free Iran.

Mark Williams, former MP, praised the courage of the Iranian Resistance and Mrs. Rajavi’s leadership. “The history of Iran’s future democratic republic will record how you and Masoud Rajavi led the cause and built a viable democratic alternative,” he said.

William Powell, Member of the Welsh Assembly, emphasized unity behind the Ten-Point Plan and called on governments to reject engagement with the regime. “Iran will soon be free on the basis of Madam Rajavi and her Ten-Point Plan,” he said.

Martyn Day, former MP and human rights advocate, condemned executions in Iran as “state-sanctioned terror.” He urged recognition of the NCRI, designation of the IRGC, and formation of an international tribunal.

Martin Vickers, MP, reaffirmed growing support for a free Iran: “If we keep up the pressure, we will secure democracy and freedom in Iran.”

Lord Dholakia shared testimony from a Resistance member about regime threats, urging the UK to push Iran’s human rights file to the UN Security Council and support a tribunal.

Support from Romania and Canada

Petre Roman, former Prime Minister of Romania, compared Iran’s struggle to Romania’s past under Ceausescu. “With the NCRI and under the leadership of President Rajavi, the future of free Iran is under preparation right now.”

Judy Sgro, Canadian MP and former minister, praised the NCRI for exposing regime crimes. “You are saving thousands of lives,” she said, recalling Canada’s IRGC designation and urging others to follow.

Senator Michael L. MacDonald, Canada, condemned over 1,100 executions and praised the courage of prisoners. “The NCRI and Mrs. Rajavi’s Ten-Point Plan are the democratic alternative,” he said.

Support from Ireland

Senator Gerard Craughwell, Ireland, called the regime a violent dictatorship and praised the PMOI Resistance Units. “The Ten-Point Plan is a foundation any democracy would be proud of.”

MP James O’Connor, Ireland, stressed regime deceit and attacks on dissidents. “Mrs. Rajavi’s Ten-Point Plan offers a real path to freedom, unity, and peaceful transition.”

Catherine Noone, former Vice President of the Irish Senate, commended the Iranian Resistance’s determination. “To do away with tyranny—it seems like such a basic thing to want to do.”

Senator Mary Fitzpatrick, Ireland, condemned Mahsa Amini’s murder and voiced Senate support for the Ten-Point Plan. “We reject dictatorship and support a free and democratic Iran.”

MP Erin McGreehan, Ireland, emphasized the inclusive, democratic vision in the Ten-Point Plan. “It reflects the values we all share and the Iranian people yearn for.”

Gerry Horkan, former Senator, praised the NCRI’s reach and transition plan. “The people of Iran are rising—and they will soon be free.”

Irish politician John Perry condemned EU appeasement toward Tehran, calling it a betrayal of the Iranian people. “It’s time for straight talk, action, and results.”

MP Tony McCormack, Ireland, said coordinated IRGC designations would end the regime’s impunity. “This plan reflects the will of the Iranian people for self-determination.”

MP James O’Connor TD delivered a strong message: “The Iranian regime cannot be trusted. It fears not weapons—but ideas and vision.”
He praised Mrs. Rajavi’s 10-point plan as a real path to freedom & urged the EU to engage directly with the NCRI.

Support from Malta

The Maltese delegation, including MPs Janice Chetcuti and Ivan Bartolo, affirmed their support for the Iranian people and the NCRI. A majority of Malta’s Parliament, like UK MPs and Peers, backs Maryam Rajavi’s 10-point plan for a democratic, secular republic in Iran. Malta stands with those resisting tyranny—whether monarchic or theocratic.

Janice Chetcuti, Member of Malta’s Parliament, expressed firm support for the Iranian people and the NCRI, urging the international community to end decades of impunity. She praised the bravery of Iranian women and the PMOI-led Resistance Units, calling their struggle a shared fight for freedom and justice.

Ms. Chetcuti backed Maryam Rajavi’s Ten-Point Plan as a clear democratic alternative and urged the EU to recognize the NCRI, declaring, “President Rajavi, we are with you with all our hearts.”

Statements from Portugal, Netherlands, and Switzerland

Prof. António Carmona Rodrigues, former Lisbon Mayor, linked Iran’s environmental crises to regime mismanagement. “I hope that this day of freedom will come very soon, very soon to Iran.”

Dorien Rookmaker, former Dutch MEP, called Mrs. Rajavi “one of the most visionary leaders of our time,” and the NCRI a “moral force led by women.”

Patrick Lussi, Grand Council of Geneva, announced majority support among members for the NCRI. He cited 2024’s 1,000 executions and the 1988 massacre: “It is evident this regime cannot be reformed.”

A Unified Call for Change

The Paris conference showcased a powerful international consensus: democratic change in Iran is both urgent and possible. Support for the Iranian people’s aspirations, Mrs. Rajavi’s Ten-Point Plan, and the recognition of the NCRI as the legitimate alternative resonated throughout. The collective call to designate the IRGC as a terrorist organization and end appeasement policies underlined a new momentum for accountability and democratic transition in Iran.
