Bipartisan U.S. Congress Majority Endorses NCRI’s Vision, Backing Iranians’ Fight for Democracy

In a powerful bipartisan move, the United States House of Representatives has passed House Resolution 166 with the support of 220 members, expressing firm backing for the Iranian people’s demand for a democratic, secular, and non-nuclear republic. This resolution marks a major milestone in aligning U.S. foreign policy with the long-standing aspirations of the Iranian people for freedom and justice.

A Broad Political Consensus in Washington

H.Res. 166 was introduced and supported by a wide cross-section of Congress, including 11 House committee chairs, Democratic leaders across six committees, and numerous members of the Foreign Affairs, Armed Services, Appropriations, and Intelligence Committees. The strong bipartisan backing reflects a growing consensus that lasting peace and stability in Iran and the Middle East requires fundamental democratic change from within Iran itself.

Condemning the Regime, Supporting the People

The resolution unequivocally condemns the clerical regime’s record of terrorism, internal repression, and regional destabilization. It cites the failure of decades-long Western efforts to reform the regime’s behavior, concluding that the only viable path forward is through the Iranian people’s push for democratic transformation. The resolution echoes the slogans of protesters in Iran who have repeatedly rejected both religious tyranny and monarchic dictatorship, calling instead for a republic grounded in the people’s vote.

Endorsement of the NCRI’s Vision and the Ten-Point Plan

Critically, H.Res. 166 endorses the Ten-Point Plan presented by Mrs. Maryam Rajavi, President-elect of the National Council of Resistance of Iran (NCRI), as a democratic roadmap for Iran’s future. This plan outlines a vision for a secular republic that guarantees universal suffrage, free elections, the separation of religion and state, gender and ethnic equality, a market economy, peaceful foreign relations, and a non-nuclear policy.

The resolution notes that the plan has already garnered support from over 4,000 parliamentarians worldwide, including 243 members of the U.S. Congress, 33 legislative assemblies, 130 former world leaders, and 80 Nobel laureates.

Protecting the Organized Resistance: Ashraf 3

In a clear affirmation of support for the organized opposition, the resolution calls on the U.S. government to ensure the safety and rights of over 900 Iranian political refugees residing in Ashraf 3, Albania. Many are survivors and witnesses of the 1988 massacre of political prisoners—testimonies vital for international accountability. The resolution demands their full protection under international human rights conventions.

A Turning Point in U.S. Policy on Iran

House Resolution 166 sends a strong message: appeasement of the Iranian regime has failed. The resolution frames support for the Iranian people’s democratic aspirations as not only a moral imperative but a strategic one—essential for regional peace and global security.

By recognizing the Iranian Resistance’s role and legitimizing a viable democratic alternative, Congress is helping shift the global conversation toward holding the regime accountable and empowering the people of Iran to shape their own destiny.
