Nathan Sales, Special Envoy to the Global Coalition to Defeat ISIS within the U.S. Department of State (2017-2021)-Under Secretary of State for Civilian Security, Democracy, and Human Rights (2017-2020), addressed at the\u00a02nd Day of The Free Iran World Summit on\u00a0July 12, 2021<\/a>.<\/p>\n\n\n\n<\/iframe>\n\n\n\nIt\u2019s a great pleasure to join you all at this year\u2019s Iran Human Rights and Democracy <a href=\"https:\/\/iranfreedom.org\/en\/freeiran-en\/\" target=\"_blank\" rel=\"noreferrer noopener\">Conference<\/a>.\u00a0 I\u2019d like to thank the tens of thousands of people who are joining us virtually today from all around the world.<\/p>\n\n\n\nMost importantly, I\u2019d like to thank the Iranian people \u2014 those who are watching inside Iran as well as the diaspora here in America and across the globe.\u00a0 For more than 40 years, you\u2019ve stood up for democracy and liberty, confident that a better day is coming.\u00a0 Your example is an inspiration to all freedom loving peoples around the world.<\/p>\n\n\n\nI\u2019m here today to talk about terrorism \u2013 the Iranian regime\u2019s use of it, and what we can do about that.<\/p>\n\n\n\nMake no mistake:\u00a0 The Islamic Republic of Iran is the world\u2019s worst state sponsor of <a href=\"https:\/\/iranfreedom.org\/en\/iran-state-sponsor-terrorism\/\" target=\"_blank\" rel=\"noreferrer noopener\">terrorism<\/a>.\u00a0 Acting through the <a href=\"https:\/\/english.mojahedin.org\/i\/look-irans-revolutionary-guards\" target=\"_blank\" rel=\"noreferrer noopener\">Revolutionary Guard Corps<\/a> and countless terrorist proxies, the regime has murdered innocent civilians, taken countless hostages, and shed blood on a hideous scale, not just in the Middle East but around the world.<\/p>\n\n\n\nWhy?\u00a0 Because ultimately, the Islamic Republic is a theocratic regime.\u00a0 It seeks to consolidate and export its ideaology, and terrorism is one of its main tools for doing so.\u00a0 If you think you\u2019re on a divine mission, then laws against murder and extortion don\u2019t apply to you.<\/p>\n\n\n\nLet\u2019s take a brief tour.<\/p>\n\n\n\nIn Lebanon<\/strong>, Iran has spent decades lavishly bankrolling the terrorist group <a href=\"https:\/\/english.mojahedin.org\/i\/lebanons-hezbollah-islamic-revolutionary-guard-corps-resident-lebanon\" target=\"_blank\" rel=\"noreferrer noopener\">Hizballah<\/a>, building a corrupt state within a state that serves Tehran\u2019s interests and impoverishes the Lebanese people.<\/p>\n\n\n\nAnd when Hizballah is not busy destroying Lebanon, its fighters are hard at work across the border propping up the brutal Assad dictatorship in Syria, greatly adding to the misery of the long-suffering Syrian people.<\/p>\n\n\n\nHizballah is also the Iranian regime\u2019s most dangerous terrorist proxy, plotting deadly attacks in such far-flung places as Argentina, Bulgaria, and Cyprus.\u00a0 In the past few years, it has been caught stockpiling explosives in Western Europe, in the Gulf, in Southeast Asia, and elsewhere.\u00a0<\/p>\n\n\n\nThe regime must be proud of what it\u2019s done to Lebanon, because it\u2019s doing the same thing to other countries, building terrorist proxies that enforce Tehran\u2019s will from the barrel of a gun.<\/p>\n\n\n\nIn Iraq<\/strong>, Iran-backed militias brazenly massacre peaceful protesters and assassinate public figures.\u00a0<\/p>\n\n\n\nThey also subject American soldiers and diplomats to a constant barrage of rocket fire.\u00a0 And now we\u2019re seeing reports that the regime has handed these militias sophisticated drones capable of evading defenses.<\/p>\n\n\n\nThis all comes after Tehran gave terrorists advanced munitions that killed more than 600 American troops during the war.\u00a0<\/p>\n\n\n\nIn Yemen<\/strong>, the Iranian regime provides the Houthis with weapons they use to attack airports, energy infrastructure, and other civilian targets across the region while bringing the Yemeni people to the brink of famine.<\/p>\n\n\n\nLast December, the Houthis attempted a decapitation strike on the Yemeni government as its senior leadership arrived at Aden airport.\u00a0 They missed, but they did kill 22 innocent bystanders \u2013 including three humanitarian workers with the International Committee of the Red Cross.<\/p>\n\n\n\nIndeed, the Islamic Republic\u2019s reach extends far beyond the Middle East \u2013 as this group well knows.<\/p>\n\n\n\nIn Europe<\/strong>, in 2018, <a href=\"https:\/\/iranfreedom.org\/en\/2020\/10\/12\/le-monde-iran-regimes-terrorist-assadi-issues-terrorist-threats-even-in-detention\/\" target=\"_blank\" rel=\"noreferrer noopener\">an Iranian intelligence agen<\/a>t operating under diplomatic cover orchestrated an elaborate plot to bomb this very event taking place near Paris.\u00a0 This hits home for many people who are watching this here today, as you were yourselves targets of this terrorist plot. Fortunately, this diplomat has now been convicted in a Belgian court and is serving a <a href=\"https:\/\/iranfreedom.org\/en\/2021\/02\/05\/assadi-sentenced-to-20-years-in-prison-for-terror-plot-in-france\/\" target=\"_blank\" rel=\"noreferrer noopener\">20-year prison sentence<\/a>.\u00a0<\/p>\n\n\n\nNor is the United States<\/strong> immune.\u00a0 Since 2017, the FBI has arrested three suspected Hizballah operatives on American soil.\u00a0 Two of them were casing potential targets in New York City, including the Statue of Liberty and Rockefeller Center; another conducted surveillance on the Panama Canal.<\/p>\n\n\n\nBut it\u2019s important to remember that the first victims of the Iranian regime\u2019s <a href=\"https:\/\/iranfreedom.org\/en\/iran-state-sponsor-terrorism\/\" target=\"_blank\" rel=\"noreferrer noopener\">terrorism <\/a>are the Iranian people themselves.\u00a0 For decades, the <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/inside-irans-army-of-terror-and-oppression-revolutionary-guards-irgc\/\" target=\"_blank\" rel=\"noreferrer noopener\">IRGC <\/a>has looted the Iranian economy, corruptly enriching itself at the people\u2019s expense.\u00a0 The regime\u2019s henchmen gun down peaceful protesters in the streets with impunity.\u00a0 Its torture chambers brutalize ordinary Iranians for exercising their fundamental rights to free speech and assembly.<\/p>\n\n\n\nAnd now the regime is doubling down on its crimes against humanity.\u00a0 It has used a sham election to install a butcher as president. Ebrahim Raisi, a man whose hands are stained with the blood of thousands of his countrymen.<\/p>\n\n\n\nSo what do we do about it?<\/p>\n\n\n\nThat\u2019s a big question, but I think that any policy toward the Islamic Republic of Iran has to begin with a simple principle.<\/p>\n\n\n\nFirst, do no harm.<\/p>\n\n\n\nWhat that means is, at a minimum, don\u2019t hand the regime resources it will use to support terrorism around the world.\u00a0 Don\u2019t hand the regime resources it will use to further entrench itself and violently suppress those who are calling for change.<\/p>\n\n\n\nWe know that <a href=\"https:\/\/iranfreedom.org\/en\/iran-state-sponsor-terrorism\/\" target=\"_blank\" rel=\"noreferrer noopener\">terrorism <\/a>sanctions work.\u00a0 Sanctions deny terrorists the money they need to plot attacks.<\/p>\n\n\n\nConsider Hizballah.\u00a0<\/p>\n\n\n\nSince 2017, 14 countries have joined the United States in sanctioning or banning Hizballah in its entirety \u2013 rejecting the fantasy that the group has a peaceful \u201cpolitical wing\u201d we can do business with.<\/p>\n\n\n\nFor years, <a href=\"https:\/\/english.mojahedin.org\/i\/lebanons-hezbollah-islamic-revolutionary-guard-corps-resident-lebanon\" target=\"_blank\" rel=\"noreferrer noopener\">Hizballah <\/a>could count on its patrons in Tehran to provide it with upwards of $700 million a year.\u00a0 But after America and our allies turned up the heat, the money dried up.\u00a0 Hizballah\u2019s leader was reduced to going on TV and pleading for donations.<\/p>\n\n\n\nIn 2019, the United States sanctioned the <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/inside-irans-army-of-terror-and-oppression-revolutionary-guards-irgc-part-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">IRGC <\/a>for supporting terrorism.\u00a0 That same year, we sanctioned <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-ebrahim-raisi-a-mass-murderer-for-president\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ebrahim Raisi<\/a> for decades of appalling human rights violations, including his role in the <a href=\"https:\/\/www.ncr-iran.org\/en\/1988-massacre-of-political-prisoners-in-iran\/\" target=\"_blank\" rel=\"noreferrer noopener\">1988 \u201cdeath commission\u201d<\/a> that slaughtered thousands of political prisoners.<\/p>\n\n\n\nRemember:\u00a0 The point of sanctions is to change behavior.\u00a0 Until Tehran changes its behavior, those sanctions need to stay in place.<\/p>\n\n\n\nIn closing, I want to speak directly to the Iranian people.<\/p>\n\n\n\nThere is no quarrel between the United States and the people of Iran.\u00a0 We seek friendship, and we know that you\u2019re not responsible for the crimes committed by your self-appointed \u201cleaders.\u201d\u00a0 The American people will always support you in your pursuit of freedom and democracy.<\/p>\n\n\n\nBecause we know that the Iranian people deserve better than the Iranian regime.<\/p>\n\n\n\nThe Iranian people deserve a government that\u2019s accountable to them at the ballot box.<\/p>\n\n\n\nThey deserve a government that respects human rights and the rule of law.<\/p>\n\n\n\nThey deserve a government that doesn\u2019t murder peaceful protesters in broad daylight.<\/p>\n\n\n\nThey deserve a government that\u2019s led by statesmen, not criminals.<\/p>\n\n\n\nThey deserve a government that\u2019s at peace with its neighbors.<\/p>\n\n\n\nAnd above all, the Iranian people deserve a government that doesn\u2019t plunder their wealth to support terrorism and bloodshed around the world.<\/p>\n\n\n\nTo our Iranian friends, the American people know that your cause is just, and we will always stand with you as you fight to determine your own future.\u00a0 Thank you.<\/p>\n<\/body><\/html>\n","protected":false},"excerpt":{"rendered":"Nathan Sales, Special Envoy to the Global Coalition to Defeat ISIS within the U.S. Department of State (2017-2021)-Under Secretary of State for Civilian Security, Democracy, and Human Rights (2017-2020), addressed at the\u00a02nd Day of The Free Iran World Summit on\u00a0July 12, 2021.
