On September 22, 2026, retired Lt. General Keith Kellogg, former U.S. Special Presidential Envoy for Ukraine, addressed thousands of Iranians and supporters of the National Council of Resistance of Iran (NCRI<\/a>) gathered outside the United Nations in New York<\/a>. He said political change in Iran ultimately depends on the Iranian people and called on them to organize and resist the ruling establishment.<\/p>\n
Gen. Kellogg said military strikes and sanctions had weakened Tehran but would not, by themselves, bring about lasting political change. He also rejected reliance on negotiations, arguing that achieving freedom would require sustained action from within Iran. Referring to Resistance Units<\/a> operating across the country, he described them as an \u201cengine of change\u201d and said those gathered in New York were giving an international voice to their activities.<\/p>\n
He also highlighted the NCRI\u2019s proposed provisional government and Mrs. Maryam Rajavi<\/a>\u2019s Ten-Point Plan<\/a>, describing them as a roadmap toward a secular, non-nuclear republic based on free elections.<\/p>\n
Gen. Kellogg said the Iranian regime\u2019s escalating executions, threats, and repression demonstrated vulnerability rather than strength. Concluding with repeated appeals for action and sacrifice, he told Iranians that responsibility for securing freedom ultimately rested with them, declaring several times: \u201cYour time is now.\u201d<\/p>\n
